Northwest Community Action, Inc. (NWCA) is a private, non-profit community action agency designated for the northwest Minnesota counties of Kittson, Roseau, Marshall, and Lake of the Woods. Service delivery for some programs has extended into the neighboring counties of Koochiching, Polk, Pennington, Red Lake, Clearwater and Norman.
